There are two ways you can do this providing you can get to Beckenham or Bromley Library.
It will all be in the Beckenham Journal. Cllr Boyd Boyd was Mayor from Nov 1947 to May 1959 so the elections should be in Nov 1947 and then in May from 1949 onwards. The newspapers are on microfilm at Bromley library and in large books at Beckenham library up the stairs from the reference section.
There are also the Beckenham minutes that list all the councillors and what they served on. They are on the open shelves at Bromley library in the right hand corner of local studies floor. This would be the best bet!
From Beckenham Council Minutes, Councillors elected on 1-Nov-1947 were:-
Frank Roland Took, Lawrie Park ward Robert Arthur Waylett, Kent House George Charles William White, Copers Cope William John Brooks, Manor House Christopher Benjamin Curtis & Alfred William Waller, Eden Park James Frederic Aldridge, Shortlands Ronald John Elmes, Langley Park Kathleen May Florence Constable-Gray, west Wickham
Mary Elizabeth Gundrey, Langley Park Rowland Clement Cheeseman, west Wickham
Thomas William Mallett, Lawrie Park Hugh Edward William Botting, Kent House William Duncan & Arnold Fielder Hooper, Copers Cope Gilbert Harold Robertson, Manor House William Sidney Robbins, Eden Park Charles Percy Christie, Shortlands William Bulthingy Barrett & Gerald Arthur Petty, Langley Park Kathleen Agnes Moore, west Wickham
George Montagu Rochfort Lord, Lawrie Park Kenneth Moreland Price, Kent House William Duncan, Copers Cope Thomas Boyd Boyd, Manor House Christopher Benjamin Curtis, Eden Park Kenneth Russell Maynard, Shortlands Edward Charles Dixon, Langley Park Rowland Clement Cheeseman, west Wickham
Robert Henry Barraclough, Lawrie Park Robert Arthur Waylett, Kent House David Robert Knox-Johnston & George Charles William White, Copers Cope George Edwin Fish, Manor House Alfred William Waller, Eden Park James Frederic Aldridge, Shortlands Gerald Arthur Petty, Langley Park Arthur Charles Garrett, west Wickham
If you give me your father's name (by PM if you prefer), I can tell you which committees he served on, but the Minutes rarely say exactly who was responsible for specific proposals.
